Justinian's Code was a collection of laws passed by Roman assemblies. Under these laws the empire had an autocrat, a sole ruler with complete authority. People believed that this type of ruler was very simliar to God because an autocrat had absolute control of the empire, while God has control of the world. The Byzantine Empire had created a strong central government which was very strict about having a prosperous economy. The peasants were the back-bone of the economy beause they paid taxes, worked farms, and provided for the soliders in the army. The wealthy southerners of the Byzantine empire also provided a significant amount of taxes. Their coins were dated and had the name of the ruler printed on them.
